Unlike an unannounced law enforcement raid, the search was conducted by prior arrangement with Biden's legal team and proceeded without incident. The Rehoboth Beach house was the third location searched in connection with the classified documents matter, following the Penn Biden Center in Washington, D.C., and Biden's Wilmington residence. Agents found no classified materials at Rehoboth Beach, according to Biden's attorney Bob Bauer — a finding later incorporated into Special Counsel Hur's February 2024 report.[11]

Rehoboth Beach has historically been a popular retreat for Washington, D.C.-area residents, and its reputation as a welcoming community — particularly for LGBTQ+ visitors and residents — has made it one of the more culturally distinctive beach towns on the East Coast.[12] Biden's visible presence in the community — he was frequently seen walking along the boardwalk or dining at local restaurants — contributed to Rehoboth's national profile and drew both supporters and protesters to the area during his presidency.

Local events, including the annual Rehoboth Beach Art Walk and various historical preservation programs organized by the Rehoboth Beach Historical Society, have occasionally incorporated discussions of the town's political connections, including the Biden family's ties to the area. Rehoboth Beach's seasonal economy has long relied on a workforce that extends well beyond its year-round population of approximately 1,500 residents. During the summer months, the town's population swells dramatically, and businesses depend heavily on seasonal labor, including workers participating in the federal J-1 Summer Work Travel program, which permits international students to work in the United States for up to four months during their summer break. Employers in Rehoboth Beach and neighboring Sussex County beach towns such as Dewey Beach and Bethany Beach have participated in the program for decades, recruiting workers from Eastern Europe, Latin America, and Southeast Asia to fill positions in restaurants, hotels, and retail shops that local labor markets cannot adequately supply.[16] The housing challenges associated with this seasonal workforce — many businesses have arranged dedicated accommodations for international workers given the scarcity and cost of housing in the resort area — reflect broader pressures on Rehoboth Beach's infrastructure that have intensified as property values have risen. The Delaware Economic Development Office has cited Rehoboth Beach as one of the state's primary tourism economic drivers, with Sussex County generating hundreds of millions of dollars in annual tourism revenue.
